but the warm weather starts today in the afternoon. and we may even see a few records this weekend. i'll tell you how hot it's gonna get in your neighborhood. >> we're off to a terrific start for traffic. no delays at the bay bridge toll plaza. so far no hot spots or accidents. i'll tell you about some construction that may be out there. >> great now but east bay commuters will have to find new alternatives after a. c. transit decides to make big cuts to nights and weekend service. good morning on this thursday at 5:00. thanks for joining us. i'm kristen sze. >> i'm eric thomas. in the news this morning bulldozers will fan out through the san bruno neighborhood devastated by a natural gas explosion and fire. officials say it's time to begin removing the demolished homes. jenelle wang is live in san bruno with more on the story. >> cleanup crews will start coming in at 8:00 this morning to clean out all the debris at this disaster site. they're expected to be here the next four to six weeks. the first job to remove close to

two dozen charred cars so they can get the heavy machinery in. then remove debris from the hot zones first. 34 homes to be cleared but could be more later. the cost is about 30 to $40,000 for each job site. for the victims that lost everything, still a lot of questions as the bills pile up. >> as far as insurance. >> what we all went through -- i don't know when that healing process starts to begin. we're still numb. >> as cleanup continues, water trucks will continue to water down the ash to reduce any toxic levels. the san jose county health department has brought in ambient air monitors to monitor the air to make sure the air is safer crews and residents living here. last night there was a last-minute meeting to discuss homeowners rights. attorneys and contractors were available to speak with residents. the state senator proposed a bill that would exempt these victims from paying property

taxes. it would allow them to deduct income lost on their taxes. it was exactly two weeks ago today that this gas pipeline exploded destroying 37 homes, damaging nearly 19 others and killing seven people. reporting live in san bruno, i'm jenelle wang, abc 7 news. >> thanks a lot. officials from pg&e will appear before the california public utilities commission in san francisco. the puc is expected to vote today on a resolution that would order pg&e to pay for the investigation into the september 9th san bruno blast and to establish a blue ribbon panel to study the disaster. pg&e has said that money would come from shareholder profits, not rate hikes. the puc has already ordered pg&e to conduct leak surveys on all natural gas lines giving priority to high pressure and urban lines. >> we are following developing news in downtown orinda where pg&e is working to cap a gas leak. officials say a construction crew hit a gas main around 11:30 last night near camino pablo.

initially about a dozen homes were evacuated. but the residents have now been allowed to return. officials say the leak is near the auto ramp to eastbound 24 but they say a detour will be in place during the morning commute until the leak is fixed. just before 6:00 last night, a leaking natural gas pipeline forced the shutdown of several blocks in millbrae. the thoroughfare was for two hours. pg&e would not comment to abc 7 news. >> serious cuts for bus riders in the east bay. hammered out a plan despite protests for those who rely on the buses. directors voted to cut at least half of the weekend service as well as four of their six late-night runs. >> this is preposterous. what am i going to do on the weekend to get to church and. >> the board decided they had no alternative given our financial condition but to opt to cut at least about half of our weekend service.

>> a. c. transit has some issues with its labor union and says if it can work out an agreement, some of those service cuts could be avoided. if not, those cuts would go into effect in december. >> bart's proposal to build a three-mill elevated tram between the coliseum station and airport moved a step closer to reality. the transportation commission voted unanimously to approve $20 million in state money for the project but the sum represents only a small part of the project's estimated $484 million in total costs. it would replace the current air bart bus shuttle. it could begin in six months and take up to four years to finish. >> we're learning how much alameda prosecutors spent on the bart police shooting trial. the contra costa times reports the total bill for the d.a. totaled $144,000. the trial for former bart officer johannes mess early was moved to los angeles.

they spent $25,000 on airfare, $55,000 on lodging and another $17,000 in other hotel costs. mehserle was convicted in involuntary manslaughter in the shooting of oscar grant. >> the opening of a new campus in pleasanton. the clorox research and development operations. clorox remains in oakland but the employees being relocated spend thousands of dollars in oakland and it will hurt the city's economy. >> we'll have 500 less people walking around the plaza i would expect. difficult to determine what the financial impact would be. taxes are not based on the number of employees. so it would be more what's it gonna mean to the local retailers? >> the clorox employee move is scheduled to be completed late next year. >> san francisco will not be levying a fee on sodas anytime soon. mayor newsom said he's abandoned

his much public sided plans to charge a fee for sugary drinks. he wanted to charge big box stores but not restaurants. he's running for re-election and his opponent slammed him as chief of the food police but the mayor found a better way to encourage healthier drinks and an announcement will be coming soon. >> 5:06. the announcement on the weather forecast comes right now. >> and the drink you may want to load up on, water. plenty in the days ahead. >> that's great advice, kristen, as it's going to be hot and the hottest all year. starting cool this morning with a few clouds hanging around. 48 santa rosa 8:00. 57 around fremont and concord. a few high clouds from time to time. mid to upper 60s throughout the bay into the south bay and also san rafael. we have low to mid-70s santa

mentioned is affecting some roads heading to eastbound 24. it's at camino pablo and it may be impacting part of the on-ramp to eastbound 24. now, you could possibly detour off to brookwood road just past it and get around it. that's right around the orinda theater. or you may want to consider getting on at saint stevens instead. but elsewhere traffic is fine on freeways this morning. no smell of gas on interstate 80 through berkeley as you make your way westbound for headlights. no delays for the bay bridge toll plaza. also looking fine across the san mateo bridge this morning and elsewhere. eric, kristen. >> care to elaborate? >> i don't think i've ever heard it put exactly that way before on a news program. but that's fine. as i headed in on 44 this morning, i thought i smelled natural gas there. >> in the vicinity. >> all right. we'll continue to follow that story. 5:08. >> still ahead on the abc 7

new york stock exchange. >> santa monica with spending plans, governor schwarzenegger recovering from a cold lives nearby. california has been without a budget for 86 days. that's a new state record. a new report says 20 city managers in california make more than $300,000 a year in pay and benefits, many right here in the bay area. the survey by a state asellbly committee found san ramon topped the list. vallejo's city manager gets $351,000. berkeley gets $339,000. santa clara's city manager took a pay cut this year but still earns $299,000. the state is hoping to get elected and appointed officials' salaries posted online. >> throwing an annual party on treasure island complete with a

rock concert. it's larry ellison appreciation event for oakland world in san francisco this week. it includes a ferris wheel, fireworks show and live performances by black-eyed peas, don henley and steve miller. new invasions in cloud computing, database machines and microprocessor east we are going to keep invading and deliver -- we think try to deliver more value than any other technology company. >> oracle stock gained 1.4% in value yesterday. and according to the wealth meter at abc7news.com, that made ellison almost $500 million richer for the day. >> well, he can come up with and you may have to come up with a little extra cash for your next coffee drink at starbucks. the drink chain says it has been absorbing the rising cost of coffee beans but now it's going

more in the 40s. santa rosa 43 degrees. redwood city, los gatos and livermore, 49 to 48 degrees. a 51 fremont, 52 mountain view and san jose to san rafael to 50 half moon bay. the rest of us mid to upper 50s. the monterey bay and inland, everybody the mid to upper 40s under a mostly clear sky. it is that sunshine and a slower breeze today that allows warming to begin. cooler air is moving off to the east. high pressure's moving in. it also will keep us clear at night with these longer nights and this dry air. it's going to be pretty comfortable. that's why this heat wave will not be too excessive or possibly even deadly or dangerous. the warm afternoons, we'll keep an eye. could cause you problems saturday, sunday, monday and to a lesser extent on tuesday. what's happening upstairs? a pretty potent system but most of that moving to the north. this cool front going to bring us a few high clouds. pushing a warmer air mass our

way and we'll see temperatures jump. saratoga and campbell in the south bay at 81 degrees. on the peninsula, millbrae 73. warm all the way to 78 palo alto. mid-60s along the coast. still a little breezy today downtown, south san francisco, sausalito low 70s. 78 petaluma and san rafael. everybody else in the north bay valleys and the low 80s. at your beaches, probably about 15 degrees cooler. mid-60s. even with sunshine. richmond the cool spot on the east bay shore, 72. oakland 75 to fremont about 77 degrees. in the east bay valleys, concord 82 along with walnut creek. pittsburgh and livermore, 83 degrees. morgan hill, gilroy, hollister all cracking the 80-degree mark. mid-70s santa cruz and watsonville. a slide breeze with monterey and sunshine upper 60s. tonight temperatures mild and allows the houses, the apartments, the buildings to cool. low to mid-50s the north bay

valleys even at the coast and mid to upper 50s for the rest of us. here's a look at that heat. it is going to last from tomorrow all the way through at least tuesday. the cooling will start hitting on tuesday and all of us on wednesday. by wednesday temperatures are still going to be near 90 inland, low 80s around the bay and mid-60s at the coast. it is going to be sunny and warmer than average just about all six days of the seven-day forecast. hi, frances. >> hi, mike. good morning, everyone. looking great on the roads right now. the bay area, live shot of the toll plaza. delay-free across the san mateo bridge for drivers heading across the span out of the peninsula. in or out of the peninsula to the east bay. no problems either on 880 for the entire stretch from oakland down to san jose. and we'll check out the golden gate bridge for you. it's very light right now coming out of marin county. the drive time from santa rosa down to the golden gate is an

our state has a huge deficit. meg whitman's plan will make it billions worse by eliminating the capital gains tax for wealthy investors, including herself. economists say her plan will "rip a hole in the budget" and is "deeply flawed". analysts for the l.a. times say whitman's plan is a "pure handout" to the rich creating a "huge risk" to schools and public safety. jerry brown's against this unfair giveaway because it will take billions from our children when we can least afford it. get california working again-for all of us.

the first in-depth interview with the woman freed from an iranian prison, sarah shourd released last tuesday. her friends are still be held in iran. they were arrested during a hiking trip near the iran/iraq border. iran claims they crossed into iran as spies. you can see oprah's interview with sarah shourd at 4 p.m. here on abc 7. >> a routine mammogram might not be as important preventing death as previously thought. the study in the new england journal of medicine looked at women in norway. it founded death rate dropped only 10% after routine mammograms were introduced. scientists say advances in breast cancer awareness and treatment have played more of a role in the death rate. the american cancer society says it still recommends regular mammograms. if the norwegian study is confirmed the mammogram will be recommended on a more individual

basis. >> the official who led the drive to approve lasik eye surgery calls it dangerous. half the patients who had the procedure end up with serious side effects including blurred vision. a thin flap of the outer cornea is lifted out of the way. a laser then flattens the inner cornea. that cornea can develop scar tissue that causes vision problems and forces some patients to need glasses again. >> i think people don't understand this is not like getting your nails done. this is not like getting a curl in your hair. >> my vision fluctuates very frequently and i have to have new glasses constantly. >> the laser eye surgery industry says most is temporary and complications are lower with today's modern lasix. >> recalls for one of the most widely used baby formulas. why similac is being pulled off store shelves. >> i'm jenelle wang live in san

that person gets sick. now state lawmakers have to act. >> they're going to create what's called an exchange which is kind of like a collective place where families with buy insurance if they're not getting insurance through their employer. that exchange can help negotiate prices to make them affordable for families. >> violet's mom says more reforms are needed. for example, she had to battle for a year to get violet an oxygen machine just so she could survive her nighttime seizures. >> she wouldn't restart for eight minutes and they won't pay for her oxygen. even though they would pay for someone that smoked all her life for oxygen but wouldn't pay for my daughter to have it. that's wrong. >> well, those folks say more reforms are needed. the congressional republicans say we don't need the ones we have, that businesses and individuals can't afford these $1 trillion worth of reforms. they're vowing to repeal them if they take back congress in november. >> a huge baby formula recall to

report this morning. millions of containers of similac, the best selling formula in the u.s., maybe contaminated with bugs or bug parts. the recall's only for some of the powders, not the liquids. the fd a says there's no immediate health risk to babies. they have set up a web link where you can enter a lot number on a can of formula to see if it's been recalled. you can find that on our website, abc7news.com. click on "see it on tv." they will provide a full refund for any affected can. >> 5:32 now. later this morning the sound of heavy demolition equipment will echo through the san bruno neighborhood damaged by the natural gas fire. jenelle is live in san bruno with more. jenelle? >> eric, it was two weeks ago today when this pg&e gas line exploded and started this massive fire destroying more than 30 homes, severely damaging 19 others and killing seven people. in a few hours from now at 8:00

this morning cleanup crews will come in to remove all the debris left by this disaster. the plan is start in the hot zone. they have to remove two dozen charred vehicles to get the heavy machinery in. then they will clean up 34 home sites. the cleanup is expected to take four to six weeks. yesterday water trucks continued to water down ash to prevent toxic levels from going up. they want to make sure the area is safe for crews and residents living nearby. >> we know it contains levels of metal, potential asbestos, all sorts of other chemicals. we want to make sure as the material's handled it's not going to blow off the property and become a public health problem. >> last night a last-minute meeting took place to discuss homeowners' rights. attorneys and contractors were available to help. state senator leland ye introduced a bill to help fire victims that would exempt them from paying property taxes and allow them to deduct income loss from this disaster.

the bills are piling up from the victims. just to clear up their home site is expected to cost $30 to $40,000. insurance companies are expected to help but several lawsuits have been filed against pg&e. i'm jenelle wang, abc 7 news. >> jenelle, thanks a lot. we're continuing to follow developing news in oakland where police are investigating a triple shooting outside a nightclub. it happened around 2:00 this morning outside a club on the 1400 block. three people were taken to the hospital but it's unclear how serious their injuries are. bullets hit at least one car and a nearby building. investigators say the whole thing may have started as a fight at one of two nearby clubs. no arrests have been made. >> a new poll in california shows meg whitman and jerry brown still in a tie in the governor's race despite whitman spending $119 million of her. money on the campaign. state attorney general brown and ceo whitman came up with 40% of

voters according to the latest field poll. with less than six weeks before the election, 18% of those surveyed are still unsure which candidate they would back. that's up from 13% who were undecided during the last field poll back in july. >> bart is looking for additional revenue. its board is set to meet today to consider selling more advertising space at its stations and trains. among the options, selling the naming rights to stations adding television monitors at stations and trains and putting more wrap-around ads to raise extra cash. bart was one of the few transit agencies in the nation to end the fiscal year with a budget surplus but they need to develop new revenue sources to deal with future budget short-falls. what do you think, an eric thomas station. >> that's guaranteed to bring in money. right now eric thomas' monies is going out, college and stuff.

(laughter) >> it's free! >> yea! >> good morning to you. a lot of us, frances, are giddy about the warming trend that's coming. tired of all the dreariness we've had all summer. i know some of you like that. time for us to enjoy some more. concord and san jose 8, san francisco 9 degrees warmer. for the average temperature today, it's pretty close where it should be so we're getting back to that and springboard to even warmer weather as we head into the weekend. today we'll have mid-60s along the coast with sunshine. 66 half moon bay. low to mid-70s san francisco, richmond, oakland, san mateo. fremont, palo alto and san rafael. inland valleys from santa rosa, napa, concord, antioch, livermore and into the south bay, san jose and morgan hill. low to mid-80s.

here's that warming trend. temperatures tomorrow 6 to 8 degrees warmer than today. about another 2 to 4 degrees warmer on saturday and looks like the heat will peak around monday when we hit the mid to upper 90s inland, near 90 around the bay and near 70 and low 80s near the coast. here's frances with a new accident. >> yeah, mike. this is antioch. a motorcycle involved in this crash. they may be sending an ambulance. it's in that slow stretch of westbound 4 near el street. traffic flows from there to loveridge, 33 mph. right now it's the center divide but i'll let now if emergency crews block lanes and traffic slows further. eastbound 24 you need a slight detour and make your way to brickwood road. >> it's 5:37. >> still ahead on abc 7 morning news, the warning going out

jaycee dugard and her two daughters may be spared reliving their ordeal in open court next month. nancy and her husband phillip have been indicted by a grand jury. neither the d.a.'s office or grand jury would confirm. it would eliminate the need for a preliminary hearing which would likely need dugard's testimony. they are charged withholding her captive 18 years. both pleaded not guilty. >> a man impersonating an officer. a woman was walking on east 14th street when the a man driving a black s.u.v. stopped. he jumped out wearing a tactical uniform and told her to freeze. he handcuffed her and stole $200 while pretending to do an i.d. search. police are warning the public to look for identifying information on the officer's uniform if they're stopped. >> a judge is refusing to issue a fast ruling on san francisco's request for a temporary

about 3 degrees short. san francisco 1. forecasting hayward, san jose and santa rosa right on and about 2 degrees warmer in oakland today. let's start in the east bay valleys where we have low to mid-80s. dublin 80. 84 antioch and 85 brentwood. over on the east bay shore, low to mid-70s from richmond 74. richmond 72. hayward 74, castro valley 78. south bay upper 70s to near 80. low 80s around campbell, saratoga and los gatos. mid to upper 70s throughout the peninsula today with redwood city 77. still a little breezy along the coast and mid-60s with sunshine. near 70 south san francisco, downtown san francisco and sausalito upper 70s to low 80s the north bay valleys. mid-60s at your beaches with sunshine. mid-70s the rest of the bay. low to mid-80s inland for morgan hill and hollister. the key to the forecast, low to mid-50s the north bay valleys.

everything looking good here as well. but you can always find out if anything changes. before you head out the door, you can always go to abc7news.com and click on the bay area traffic link. eric? >> frances, thank you. 5:53 now. the chp is reviewing its pursuit policy in the wake of two deadly crashes in san jose. in july a crash claimed the life of a 15-year-old girl as a driver was racing away from the chp and broadsided her car. this month two passengers were killed as their s.u.v. raced from chp officers and flipped on its side. chp policy says that officers may pursue any vehicle that doesn't stop when ordered to. some san jose officials say that policy should be different if the chase is on city streets. >> two men in serious condition after falling off a cliff on to rocks on the santa cruz coast. the men were walk on a rock formation called the pinnacle when they fell.
